There is a game imposed limit of 362 meters for objects you can interact with in your surroundings. A bit more than 362 meters, and you can't shoot or do anything to them. A bit less than 362 meters, and you can shoot or kill them. Therefore, at 363 meter objects are considered outside of game, while at 361 meter objects (like NPC guards), you can target with any weapon like the Tier 8 M2000-NL sniper rifle. Video shows that max possible range you can shoot from, and guarantee you will hit your target, at 361 meters, which is the world record if you count 100% chance at longest distance headshot possible in MGSV: Phantom Pain. In your 2-8x scope for the Tier 8 M2000-NL sniper rifle, the 5 tick mark is where you should aim on the head of your target in order to get a headshot. Note that the draw distance can be greater than 362 meters (as shown in the video), but interacting with them is impossible at that distance.
