As of November 2015, it is possible to bring back Quiet as a buddy through official means. Here's a video with a successful attempt!

First off however, you have to complete Episode 11 a total of 7 times after she departs. Do not kill her any of those times.
On the seventh time you go to finish the level, you should see that the [REPLAY] subtitle has changed to [REUNION].
When you capture her on this attempt, she will show up on the mission results screen with her Bond Gauge at the point which you left off at, plus a little boost for finishing the mission.
All equipment and developments will also return as if she never left!
