Would learning how to code on Treehouse help me create an app for medical records?

Basically we need a platform which can also be used offline to store a large amount of medical records - each personalised to a particular patient. It would need to be quite simple, almost like an excel sheet but still comprise detailed amounts of information.

If not Treehouse, where can I learn to design such an application?
