How it works:
This works through a glitch with arrows and pistons. If you look at an extending sticky piston while this 'contraption' is enabled then it will generate a negative pulse to the repeater. The piston pushes the arrow up to then activate the pressure plate, it then falls back down with the piston as it is on the very edge of the plate and call fall through the hit box of the fence, this is then repeated to create constant power to the repeater next to the pressure plate because the repeater is delayed. This power can therefore be harnessed by inverting the positive power negative, so that if you look at an extended sticky piston the negative power turns positive (which basically means the redstone is turned on)

Notes:
This does NOT work in multiplayer (SMP, CMP)
The circuit may toggle on occasionally when you re-join
This only works if you look at either at the piston pushing the arrow or the type of piston pushing it (Looking at a sticky piston if a normal piston is powering it won't work)
I have tested it as of the most recent snapshot, it still works!
