First successful run using the Scroll of Windform, which gives 500 points of levitation for 60 seconds.

Before heading to speak to the mages guild to hand in the skull, you save outside the Balmora Temple and keep loading until the merchant has said scroll.

For me, when they do not have it, and I attempt to load, the game will always crash. So instead, I decided to just quit from there if they do not have it the first time, because crashing usually takes longer than just exiting.

The chance of having the scroll seems to be very low, and every attempt takes around 13 seconds (real time, unfortunately do not have a timer/splitter that can keep track of IGT/no loads yet). In this run, I happened to get it right after crashing and trying again, which is very lucky.
