Morrowind's Abandoned Mod Projects - Pelagiad Expanded

Morrowind's Abandoned Projects is a new series dedicated to looking at the forgotten and never finished mods of Morrowind, uploaded and left for dead by their authors, still to this day in an incomplete state. The goal of this series is to bring renewed attention and interest to these once promising and fruitful projects, and hopefully someone, or someones, will take the time to one day bring these mods to a fully finished state.
For our first episode, we're taking a look at the famous Pelagiad Expanded, originally developed by Gracklsrugh, Regeaz, Vanir, and Sabian. After Gracklsrugh was forced to abandon the project in 2009, uploading the incomplete WIP files to the Bethesda Forums and Morrowind Nexus, the project was taken over by Regeaz and TES96, continuing in development all the way into 2012. That was the last time, to my knowledge, any news of the project was posted, and since then the updated 2012 masterfile for the mod has disappeared, leaving only the more incomplete 2009 files to go from. Regardless of it's seemingly abandoned state, Pelagiad Expanded was one of the larger and certainly more hyped town expansion mods for Morrowind during the mid-2000s, offering an absurdly highly-detailed city to explore with over 108 new buildings. Alas, since most of the interiors were in the 2012 files, the version available today has few, if any, interiors to explore, leaving a mostly scenic exterior-based city that has the potential to be so much more.
