1ms of persistence requires 1000Hz/1000FPS to get 1 pixel of motion blur at 1000pixels per second
At 1080p that's enough.
At 4K you need 0.5ms of persistence for the same result meaning you need 2000Hz/2000FPS
At 8K just double that
Persistence means pixel visibility time
