Hopefully this video gives you a good explanation as to how this all works and how to go super fast. Most likely this will get patched as this is a pretty simple glitch to do and requires the invulnerability glitch to even pull off.

Simple Explanation:

1) Get Invulnerability
2) Get a point in Phalanx Doctrine (COM or Skill Point)
3) Get a shield with "10% move speed while full"
4) Get as many stacks of Phalanx Doctrine as possible.
5) Let them decay over time
6) ZOOOOOOOOOOOOOOOOOOOOOOOOOM
