There are some difference between Offline and Multiplay, which makes mere spamming useless. Main reason why spamming freezethrower doesn't work is, zeds use blocking which can prevent freeze incap even 'after taking damage'. the blocking also prevents stun incap when you use X-bow fyi.

To Bypass the blocking to use incap properly, you need to bait attack motion. Attacking zeds can't use blocking, so any freeze or stun incap can work. Same thing can work with X-bow.
