My HP Windows Computer Has explorer.exe issues...

0You know, I'll probably take this to a Tech Repair Store and see if they will fix the issue because I tried everything.
I tried going into Task Manager, I also tried to do the Win+R shortcut (which pops up a "Run" window), but nothing works.
