Need Help with Dell Dimension 2400 Computer UPDATE!

0I need help starting my Dell Dimension 2400 computer, no boot chime, no screen, the fans start, the CD-ROM does not open, Blinking amber light on the front, and a green light on the motherboard. I have checked the RAM, not helped, I have checked the power connectors to make sure they are secure. I do not see a graphics card. I've reset the CMOS and got a new battery, replaced the power supply, not helped. I have all the things needed like a PS/2 keyboard and mouse, a speaker set, and a screen.
