Just stay calm and dash just as she leaves the frame. Forward dash is the fastest of the two for pretty much all characters, but most characters can dodge with the back dash too. Jump into practice mode and record Sheeva spamming the move as many times as you can during the allotted time. Then just dash your little heart out. Be sure to practice the punish as well as the dodge. Dodging is no good if you don't capitalize.
