My time in this video (from the first frame of my hero being on the screen to the keep's healthbar no longer being visible): 8.966s. I could probably trim it down to 7.5s or so, but I mostly just wanted to give a proof-of-concept.

My current understanding is that the fastest way to do this is to set level to 30, toggle "no cooldowns" mode, move camera to enemy keep, reset talents to teleport to center of camera, lock in all talents (using CTRL + ` for faster picks), then shredding the keep. I bet there's something I'm not seeing, though. Currently using Siegebreaker Azmodan.
