Let's talk about an idea for a new powerset for City of Heroes that the private server development teams would be able to implement.

This new powerset would also add a new gameplay mechanic that would change how everyone who uses it would play in a different tactical way. Plus it would add a bit more risk to the game for just this one powerset and the group they are in. It would be an easy-to-learn powerset with a hard-to-master feel to it.
