Yes on all accounts. I ended up using the Micomsoft drivers as it provided more stable results with the footage captured and streamed: http://www.thethrillness.com/2015/01/startech-usb3hdcap-review.html

I have accomplished this. With the Micomsoft drivers, I am able to capture at custom resolutions. I would recommend using a third-party video capture software package as you will have access to the necessary settings to adjust a custom resolution for 480i native resolutions or 240p that is being read as another resolution.
