If you are curious and want to try it yourself, you can access the police cars by changing the skin table of the car you selected, but remember if the car does not have a police skin it will not appear as a police officer it will appear as a standard skin, To access the police cars you must change the Skins table until you reach skin number 15 and number 16
It seems that by default the police skins and Need for Speed versions are accessible through skins number 15 and 16 for all cars.
I'll leave a table below more or less demonstrating what I had to do to access the higher number skins. You need to add additional skins, Or create your own Skins, How to create, well I can't help you with that, look for a tutorial or go to a community that knows how to modify the skins in this game.
Open where your game is located and look for the following folder.
Example: D:\Games\Need for Speed - Hot Pursuit 2\Need For Speed Hot Pursuit 2\Cars
Then choose the car of your choice which is located inside this folder.
You will need to modify the following configuration parameters.
vehicle.ini :
This is where you added the parameters of your new skins to the car and how it will behave within the game and what its position is in the queue.
car.ini :
By default Don't change anything in here, just change this small line of text if it exists.
[Skins]
NumberSkins=0
By changing I mean deleting because if you don't delete this it won't allow new skins to be added, Look for this same line of code in all the other files mentioned below. It is possible that if one of them has this code active, new skins for the cars will not appear.
car_cop.ini :
This controls the configuration parameters of police cars. Not all files for selected cars have this, only those that have their police version, If the car you are modifying has this file inside its folder it means it has a police version.
car_hp.ini :
This file controls the configuration parameters of the car that has a Need for Speed version. If you have this file inside the folder, it means that it has a Need for Speed version.
carracer.ini :
These are the Artificial Intelligence configuration parameters when using the car against the player by default. Don't change anything here and I could be a little mistaken, it's been a while since I touched these files.
