I never would've thought I would've got it on my first try (well, technically, since I accidentally called it back before actually fishing).
But there ya go. If you need to know where to find the 3rd Pod you can get in the game, I've caught it in that exact same spot in Flooded City on two different playthroughs now.
So that has to be the lucky spot to specifically catch it at there.
