No one to rescue this time--this is simply a challenge. A challenge required to continue in the game, but there's no danger nonetheless: Apparently, a pastime in the Aqua Garden dream is to take these floating balls of water and push it into the central glowing purple ball in the middle to expand it.

Each little ball of water counts as 1 unit, and the goal here is to exceed Owl's record of 20. In the cutscene right before this, NiGHTS invites Helen to help each other beat Owl's record and is quite confident it'll happen. And if you can't beat Owl, the tutorial character, then you might as well hang your head in shame and quit saving the world because you can't beat for the first time an activity Owl has been at for a while.

It helps to bump the balls of water into other balls to expand them. They get bigger and become even more likely to merge with even more water balls. However, the bigger clumps are harder to control and often seem to go in whatever direction they want.
