New Amendment
------------------------------
Every President gets 1 Supreme Court Justice installation per 4-year term.

Given the current 2 term limit that means each President gets max 2.

This can lead to extra justices on the bench, but there is no cap in the Constitution so that is fine.

If there are an even number of Justices and the room is split on a decision, the one whose been on the bench for the shortest duration has their vote tossed.
