My goal is to eventually crush Caesar's Legion and leave no one "in charge" so-to-speak. I don't necessarily want the NCR to be in total control of the new Vegas area unless the masses vote on their rule. But in this case it benefits me to ensure that the Great Khans do not join with the Legion even if it helps the NCR. I found a way to do just that.

It would be great if the Followers of the Apocalypse could be a kind of federal government delivering vital services in coordination withe courier services and other like minded groups, with all of the clans, tribes, towns, etc forming a kind of large federation of "states" to develop an overall protection/justice/punishment system.

By the way, I spend a lot of points on raising my powers of persuasion (speech) in order to get my way most of the time.
