Dex stacking cold damage bow builds are taking two nerfs and need rethinking, but should be fixable.
There's a very unexpected and severe nerf to two-handed melee weapons. My provisional advice is don't build a two-hander oriented character.
Multimodding as a way to create entire items almost deterministically from scratch is dead. Multimodding still has a niche - finishing off an item with 3 good mods already on it, and it remains strong. Expect imprint beasts to get expensive as a result.
Monsters are getting more resilient to damage but weaker against ailments.
The (powerful) interaction between Fortify and Endurance Charges is getting a moderate nerf. This will likely mean that 3.8-era HC delve records will not be beaten in 3.9
