This video is really shitty. Let me guide you through this early 90's pixelated pile of stink. What may seem like one long cheesy cut-scene from an early CD-ROM game was actually a music video that won awards and aired on television. To simply say time has not been kind to this video would suggest that it was, at one point, good. To see Peter Gabriel get it right might I suggest the video for Sledgehammer (or any of his other videos for that matter).
