After meeting the legendary beasts at the Burned Tower, they will roam all over the Johto region. Check the map of the PokéGear and you’ll be able to see where the roaming beast is. If you hear a different piece of music, that means you have encountered one of those beasts. Raikou is on Level 40. A roaming Pokémon will immediately flee on the first turn, so be sure to equip a Pokémon knowing Mean Look to prevent it from escaping. If you have a Master Ball, you can catch it with ease.
