The last remaining place is the Phenac Colosseum guarded by a Cipher Peon and his Nuzleaf. I remember he has a Shadow Pokémon which I think is a Swinub, you'll see if you watch this video. Anyway I have battled the rest of the Cipher Peons, including the two Justys in the Mayor's house offscreen to get some experience.
