How I did this:

1)connect 1 controller
2)open developer console in-game
(button under ESC)
3)type "ss_map mp_coop_lobby_3"
4)once in-game open the developer console and type "sv_cheats 1"
- this turn cheats on (without this command split-screen not work).
After finish the split-screen game turns this game off - this removes all used commands.
5) then type "bindtoggle z in_forceuser"
6)then press "z" (pressing z will let you change which player you are controlling).
7)Player 1 should be the controller and player 2 the keyboard/mouse
8)activate the controller in the main menu.
