This is project highrise, it is essentially the spiritual successor to Yoot Tower. And yes, it's pretty good. I like it. I recommend it. Play vanilla or with mods, either is fine.

This is a management game, and it's mostly about managing your expenses as you expand. Do not over expand, expand within your means. . . and that's about it.
