The Federal Centre scenario is based on the Transbay Tower, which is now known as the Salesforce Tower.

5 Basement Levels, shops to satisfy housing above, a limited number of floors, limited floor space, plus house services such as plumbing services to provide. Not to mention the more expensive upkeep for utilities. This makes the scenario a very difficult one.

Space is extremely precious. Evicting low-tier tenants (i.e. basic apartments) has no penalty to prestige. Create a plaza to unlock the zoning changes to increase maximum building height and size. Save space for artworks and sculptures to gain necessary prestige to unlock the gold medal.

I attempt to closely pack as many apartment units for maximum profit.
