It's useful to have Armor (so you don't die) and Infected Vision (to see through smoke and easily spot distant helicopters) active. Also, get the air conditioners on top of the building out of your way before starting the event. Now, just stand still, lock-on to a target, fire a rocket, change to a different target, and just keep shooting and switching targets.
For PC users, the key to switching targets is to hold down the Tab key and then move the targeting reticule over the target you want to focus on. Do not let go the Tab key unless an enemy is clearly out of your field of view; in that case, just turn to face that enemy and tap the Tab key to make Alex quickly auto target.
