Based on the manga and the 1995 film of the same name, the plot in this game is focused on a new recruit in the Public Security Section 9 squad, who has to infiltrate the Human Liberation Front's secret base located in Aeropolis II in order to stop their plans on doing a nuclear terrorist attack.
For the international voice acting in the cutscenes, they decided to use the same voices from the 1995 film, while the Japanese got a completely different voice cast. You can also unlock them after meeting conditions such as completing Mission mode levels or getting a decent score in Training mode (though the Training cutscenes don't add much to the plot's value).
