By 1982 the Vic Dual hardware was showing its age, not looking anywhere near as good as even the other hardware Sega was using to put out a lot of their other games. Nonetheless, this maze game was developed for it, and then scrapped, probably when they realized how dated it looked. And it's not very fun either!
