Quake 4 PC Ultra Settings Low Texture Fix 2016
So Quake 4 on ultra settings has really low looking textures now, apparently cause by a combination of Windows 10 and new graphical hardware. So here is a fix that worked for me.

The mutli-core line in the cfg file is this:
seta r_useSMP "1"
0 is the default and that disable the multicore
1 is when it's enabled
