The Simple Thing You Can Do is Build Some Websites for Your Self , At Least 6 to 10.
Here are some ideas for, Build a To Do List, Save the Ocean , Cooking Guide, Tech Trends, Man Fashion, etc.
Use the Stock images with an vivid colors and Put these website in your Portfolio and go to Your business area and knock on the door, Just say "Do You Need a Website and You Can See My Work (6 to 10 websites which you had build it.
Than You Can Start Your Own Freelance Web Design & Web Development Business.
