Mr. Sabugos is the Scarecrow that can be found roughly halfway through Level 3-1 "Foggy Flowerbed". You will need to interact with him on 3 separate playthroughs of the level. On your first interaction, there will be 10 Pumpkins scattered in the area that you need to find and bring to him. Return to him a second time and he will give you the Racco O'Lantern outfit. Return to him one final time wearing the new outfit to receive the trophy/achievement.
