This race is not possible without the opponents colliding with each other. There's only 2 locations where you can gain distance (east side of bridge, the road beneath the El) and (the U-Turn around the fountain). It's far to difficult to not spin out around the freeway ramps.
The opponents also get too much of an edge as (they start several car lengths ahead of you) and (AI opponents obey physics much different and they just about never spin out regardless of the turn execution)
What would make this race enjoyable and NOT need the destruction of other racers is moving the player closer during the starting line, and forcing the opponents to break at the freeway ramps. While I haven't looked enough into coding races, I do believe you can enforce the AI to apply breaks around key spots.
