RDR 2: How to fix Locked Resolution on Vulkan API (Updated Video Link in Description & Comments)

There is no need to delete the system.xml file. Just skip the first step in the video. Instead, edit the file by going to "windowed value" at the bottom of the file and change the value to "2". Then change screenWidth and screenHeight values to 1280 and 720 respectively and save it. From then on, do the steps as shown in video.
In this video, I will show you how to lower your resolution to 720p on Vulkan API. There is an issue due to which you cannot change resolution in-game when using the Vulkan API. Follow the steps in the video to fix this. Hopefully Rockstar Games patch all these annoying issues soon, along with performance optimisations.
