Thanks to chiwie and marino111 for finding out that you don't have to drive off the cliff twice in order to make the 9-4 OOB work.

All you need to do is jump to the right side of the tree shown in this setup (going between two signs) at a slow speed and then drive forward after being placed back on the road. The only side effect of doing the setup this way is that the cop will never get disabled, but that isn't a massive issue, the main thing is getting the setup to work.

EXTRA NOTES:
1. This glitch only works on the latest version of the game (for PC, it's 1.1). So make sure that you have the latest version of the game installed if you want to try this.
2. Once you've triggered the glitch you will not be able to manually reset your car, meaning that if you wreck your car, you will have to restart the event.
3. If you're about to approach a road while going up a hill (like at 0:56), make sure you let go of your accelerator until you're back on the road, otherwise your car will go flying.
