This is the 'Making Of' special found on the bonus disc of the collector's edition of Resident Evil 4 on GameCube.

Resident Evil 4 was developed by Capcom Production Studio 4 and published by Capcom in 2005. All rights belong to original holders. These videos are very difficult to find now, and it gives some great insight into the hard work put into some of our favourite games, so I wanted to share. It would be a shame if they were lost to time.
