Resident Evil Village - graphical issues [FIXED]

In-game, go into Options, Special Options, and disable the Resident Evil 7 filter (1st option).
2 main issues
Down the bottom you can see white artifacts that appear in the main menu and the game, and horizontal lines that also appear in the main menu and the game. If I am in the OPTIONS menu, both disappear - I think they are both related to whatever is causing the issue. I've tried all graphical options in-game, I've tried editing the config.cfg to use DirectX11 and OpenGL, I've tried messing with settings in nvidia control panel and NOTHING has fixed this so far. Tested on 2 PC's both with the same issues. Neither PC is running Windows 10 N Editions (both Win 10 Pro), installed K-Lite Codec pack etc etc
Let me be 100% clear - NO other game on either PC has this issue. None of the hardware is defect, both PC's with the latest gpu drivers, no broken monitors etc etc
