After defeating Nemesis, you can enter the Echoing Ruins' fourth house sequence.
Interact with the walkie-talkie on the shelf, the chalkboard, the astronaut figurine, and the spaceship model on the desk in the child's bedroom.
Climb down the stairs after exiting the bedroom through the door. Listen to the message and interact with the phone. Now enter the kitchen and take a seat in the chair. You'll be given three multi-choice prompts here, but you can react in any way you like.
Return to the office by exiting the kitchen and ascending the stairs. Allow the cutscene to play after interacting with Octo the squid.
You can loot and unlock the Two-Way Radio artifact after this house sequence.
