RTX vs GTX in streaming which one is better? RTX NvEnc Encoder

Nvidia has claimed that the new RTX card will be more suitable for streaming. I wanted to get a test done to see exactly how much more performance we have to look forward to using the new nvidia encoder NvEnc.
The question is rtx 2080ti good for streaming? We will be testing RTX NvEnc Encoder streaming with the RTX 2080 TI vs 1080 TI, in addition, we will be running this in 2160p, I choose to use 4k gaming as a base as it will max out the graphics card performance so we can really see how much the performance is going to be hit. The GTX 1080 TI is not a 4k graphics card but can handle 4k gaming at lower fps but playable.
So is RTX streaming better than using CPU? We will also take a look at this as well, using the i9 9900k as a test .
