Wanted to get hard numbers for different methods of getting the necessary rupees.
The slowest strat, but the one with the highest chance, is to go for the minimum of two rupees by only cutting one piece of grass and immediately going to the sign rupee.
The medium strat is to cut all 8 bushes until you get 7 rupees. This is the most likely scenario when going for 7 rupees, and the chance of getting 7 rupees from as many as 8 bushes is 14%. If you get 7 rupees sooner than 8, the timesave increases, but if it takes all 8 bushes, then you save 2.2 seconds over the slowest strat above.
The fastest strat is to cut only 2 bushes, and get triples from each one, after getting a single in the maze already. This saves 5.8 seconds over the slowest strat above.
Even faster would be to get 12 rupees total, but it's silly to even go for it, so I did not include it. You could skip the rupee behind the shop counter if you got it.
