Strategy: basically you just need to be on the 3rd floor roof with multiple decoys far from you on the ground distracting the skull units, just to make you don't get hit with their really powerful rock throws that could kill you in hits. Use your most powerful penetrating sniper rifle to take them down one by one. Focus on taking one down first because they will keep regenerating armor. Resupply on the roof if you ran out. The other weapons, including the rocket launchers, grenade launchers, shotguns and machine guns, don't damage the skull units as much as the sniper rifle so switching to them could waste so much time than just getting more sniper rifle ammo and could end up with you not finishing the mission in time thus not getting the S Rank. Extract the 3 Skull Units first before finishing off the last one or else they will all run away immediately without you being able to extract them once the last skull unit goes down. If you ever die trying this, just restart the mission instead of reloading the checkpoint since too many reloads could end up making you lose the S rank even if you finished the mission quickly. Yes, that means skipping the intro cutscenes over and over again if you keep failing.
