In order to get Snag to accuse me of stealing his weapon, I had to buy a weapon from Nimble, equip it in slot 1 or 2 of my inventory and then walk by him. This action will force the Game to seize my perspective and move me face to face with him for the dialogue about what happens next. As there are several choices in that dialogue, I chose to tell the truth and deny I had stolen it from him and not to try to bribe or pay him off to be happy or give him the weapon. The choice is yours.
