If 2nd guard clear will debuff in turn 3, charm will fail and have to instantly retry. Movement priority is mostly RNG, it may help to:
1) debuffing AGI on turn 2, then doing the 2nd ST charm during turn 3
2) equipping Monica with AGI in mind.
For later turns, skydive+ is used to grant OD to Monica and using OD to force charm onto the 2nd target before he clears will debuff.
Since majority of the time, Wuhan will attack every turn so all the debuff to reduce morale and attack is targeted at him. This stage require to keep units close to full health as rapier units' inherrent weakness is slash, the tanks are better placed at the backrow.
