SAR - Search and Rescue is a run and gun game released by SNK in 1990 for arcades. It was SNK's last game to use rotary joysticks and also their last game before moving to the MVS arcade board.

...a pioneer exploration vessel suddenly disappears from it's course. After a long search, the wrecked vessel is finally found, so two members of the Search and Rescue team are sent down to investigate the cause for the ship's crash.
