This is the Attract Mode of the videogame 2 Spicy released on Sega Lindbergh (Red version). This game and obviously this system is not emulated yet.

This game is similar to the Time Crisis series but duels based. You have 2 pedals (right and left) and pressing the pedal will move you in that direction. This combination make the game more dinamic because you're not static, you can move to search a better position for cover or shooting.

The Sega Lindbergh hardware security was surpassed some time ago, that means the hardware is hacked but there is not a emulator to use these games yet (and the only one that was in development stays without modifications and doesn't contain all the files required to run because it uses original libraries that will do Sega can demand his authors. This emulator is using as reference After Burner Climax not other games), and last remember this hardware use Montavista Linux so running on windows will be difficult (maybe when someone releases an emulator you will need to emulate the S.O. first or install it on a partition)
