Deflect - Pros

1. More I-frames than Step ( Including regular deflecting, non-perfect deflect )
2. It stacks enemy's posture damage.
3. Perfect Deflect will gives you a bonus if you have each skills.
4. Less delay between each deflecting. You can chain deflecting enemy's fast consecutive attacks ( 00:35 )

Deflect - Cons

1. Perfect Deflect has less I-frames.
2. Some critical attacks can't be deflected.
3. You'll still get damaged if you have failed to perform Perfect Deflect even you have deflected. ( 00:04 , 00:18 , 01:17 )
4. You also get posture damage. Even worse if you have failed perfect deflect.
5. Enemy will keep pushing you harder and harder if you just keep deflect. ( 00:07 , 00:53 )
6. Your position will keep remain enemy's attacking radius. ( Hitbox )

Step - Pros

1. You can be outside of enemy's attacking radius ( Hitbox )
2. It stops enemy's attacking cycle, and gives you a moment to counter attack, and a better position. ( 00:13 , 01:00 )
3. It does not give you a posture damage.
4. Critical attack won't affect stepping.
5. You can keep move to the better position against your enemy. ( High ground )

Step - Cons

1. Less I-Frame. ( 00:28 )
2. More Delay between each stepping. You can't chain stepping enemy's fast consecutive attacks unless you're totally outside of enemy's attacking radius.
3. If you fail, you will get 100% damage. ( 00:28 )
4. It doesn't give enemy's posture damage.

From NG+ You can't keep deflecting either stepping against enem.
You must mix those two and also Jumping. Otherwise you will get hit eventually or you'll lose your posture which will make you die.
