Setting up and choosing players is fundamental to every game, but is not mentioned in the vassal videos. Here's how to do it at the most basic level. There's lots I don't know but this will get you to the stage where you can select players and their pieces, giving each player their own counter tray. Suggestions are welcome, there's a lot that could be improved in my module. My game has three starting positions for each of its four players, plus a player who has forces that are only added if there is a fifth player. My solution was to add 13 players. You can also add scenarios which are like saved games which alter the game starting position.
