This is Sonic 3 Complete, an awesome romhack of Sonic 3 and Knuckles with development by Tiddles that finished in 2013. This hack provides a ton of adjustments to the Sonic 3 experience along with customization options like moving Flying Battery to its original spot, giving Sonic the peelout, changing the music of stages to their prototype versions, and more.

Sonic 3 AIR by Eukaryot is also great, but there's something almost nostalgic about this hack. Enjoy!
