3. Create "fortify restoration."
4. Drink potion.
5. Un-equip armor.
6. Back out of menu.
7. Re-equip armor. Now the stats are upgraded and the computer recognizes them.

8. Now either redo to steps to boost your stats even more or create "fortify smiting and enchanting."
9. Finally now enchant or smith. I suggest what I do in here and enchant a "fortify alchemy" with huge stats so you never have to do the potion creating again.
